That reminds me the speech of Mr. Chou En-lai about the military nationalization on the Political Consultative Conference held in 1946:
1. The military should not belong to any individual. That is, the military should not be owned by any person, becoming the private army.
2. The military should not belong to any political factions. That is, the military should not become the bargaining chip in any political dispute between factions.
3. The military should not belong to any region. That is, the military should not belong to any local warlords, becoming the foundation of the local secession.
4. The military should not belong to any political parties. That is, the military should not be the “Party Army”, and no political party should have overt or covert activities in the military.
5. The military should belong to the country. That is, the military should be commanded by the institution of the democratic regime which represents the whole country.

That was a totally great speech, so that the articles which put the Military Nationalization into practice were also written in the later “Constitution of the Republic of China” and “National Defense Law” clearly:
Constitution of the Republic of China, Article 138: “The National Armed Force must be loyal and merciful to the country and the people, beyond the relation of any individual, region, and the political parties and factions.”Constitution of the Republic of China, Article 139: “Any individual, political parties and factions must not use the armed force as the tool for political dispute.”National Defense Law, Article 6: “The National Armed Force of the Republic of China should maintain politically neutral by law, beyond the relation of any individual, region, and the political parties and factions.”
It’s worth taking it as a lesson for us. We must not make the military become the chip and tool for the political dispute!
